Dan Hallett of HighView to Be a Panelist in OSC Roundtable on Discontinuing Embedded Commissions

On September 18, 2017, Dan Hallett, Vice-President and Principal of HighView, will be participating in a roundtable discussion of Canadian Securities Administrators (CSA) Consultation Paper 81-408 Consultation on the Option of Discontinuing Embedded Commissions. This roundtable is being held by the Ontario Securities Commission (OSC), a government body mandated to protect investors from unfair, improper, or fraudulent practices and to foster fair and efficient capital markets.

Dan will be one of four panelists for the topic “Enhancements to disclosure and choice for investors”.  This panel will address questions pertaining to clarifying investment industry rules and improving regulation enforcement instead of banning embedded commissions. This roundtable is part of the CSA’s ongoing consultation on the potential impacts of discontinuing embedded commissions.

Embedded commissions create a conflict of interest for an advisor selling investment products, as the advisor is paid a higher commission for specific products. We have seen this dynamic at work, wherein some advisors recommend investments that pay higher commissions over those that pay less. With this CSA paper, regulators are now confronting the issue.
