Submission to the Ontario Securities Commission (OSC) | Proposed OSC Rule 81-502 – Restrictions on the use of Deferred Sales Charge (DSC) Commissions

The Ontario Securities Commission proposed banning DSC commissions in 2018 due to significant conflicts of interest and the harm caused to investors. Ontario’s Minister of Finance quickly rejected the proposals. This left the rest of Canada to move forward with a DSC ban (starting in 2022); and left the OSC between a rock and a hard place. In February 2020, the OSC published a fresh set of proposals aimed at preventing the most abusive practices of the DSC commission structure. Our latest submission pulls no punches in scrutinizing the industry’s weak pro-DSC arguments while fully supporting the OSC’s proposals.
